15 led in photovoltaic mode charge the tank capacitor. When trigger voltage is reached the capacitor is discharged and the led flashes. Regenerative feedback is provided to improve triggering. Timing between flashes depends on the amount of light entering the leds. Very efficient circuit with 3 transistors and 1 capacitor only. There is no need for direct sunlight exposure. Daylight is enough to run the circuit.
